Prediction Markets; Public Interest Determinations

The Commodity Futures Trading Commission (Commission or CFTC) is proposing amendments to its rules concerning event contract derivatives. The markets for these event contracts are commonly referred to as "prediction markets." In particular, the Commission is proposing amendments to further specify the types of event contracts that may be subject to a determination that they are contrary to the public interest, such that they may not be listed for trading or accepted for clearing on or through a CFTC-registered entity, as provided in the Commodity Exchange Act (CEA). The proposed amendments set out factors the Commission would apply in that determination and conform the process by which the determination would be made to the CEA. The Commission also is proposing amendments to the procedure for the Commission's determination to enhance clarity and organization, as well as a definition of the term "gaming" and a rule regarding when event contracts "involve" an underlying activity.

HHS Request for Comment on Chronic Disease of Addiction

Thanks to President Trump's leadership, since 2017, the country has made significant progress in addressing mental health and substance use. However, President Trump and HHS Secretary Kennedy realize that the Department and country have more work to do. To facilitate this effort, HHS invites public comment in response to this RFI on the research, development, programs, and policies that have been most successful in improving availability of and access to effective prevention, treatment, and recovery interventions for addiction, mental illness, and co-occurring substance use and mental disorders. The purpose of this RFI is to identify research, programs, and policies that have been successful and recommend novel policy ideas and gaps in research that could be addressed and implemented to further the Great American Recovery using existing funding.

Modernizing Federal Workforce Information Tools: Request for Information (RFI) on Online Career Tools and the Occupational Information Network (O*NET) Program

The U.S. Department of Labor (DOL or the Department), Employment and Training Administration (ETA) seeks public input to inform two related modernization efforts that together aim to strengthen the nation's public workforce information infrastructure. First, ETA is soliciting input to inform the design and implementation of a modernized online career site, currently delivered through CareerOneStop.org--a public-facing workforce information website that helps job seekers explore occupations, locate training programs, identify local services, and connect to job listings. Second, ETA is soliciting input to inform a modernization of the Occupational Information Network (O*NET) Program, which publishes detailed descriptions of occupational employment and serves as a foundational data resource for workforce tools and services across the country. These two efforts are closely linked: a modernized career site is only as good as the occupational and skills data that powers it. O*NET data informs how CareerOneStop presents occupations, skills, and pathways to users--and improvements to O*NET's timeliness, granularity, and interoperability will directly expand what a modernized site can offer. DOL is therefore seeking input on both efforts together, and respondents are encouraged to consider how improvements in one area could strengthen the other. Please note that this RFI is issued for information-gathering purposes only; it is not a solicitation or an offer for procurement. DOL will not award contracts or grants based on responses to this notice and will not respond individually to commenters. Comments may inform program and policy planning, including potential future notices and procurement activities. DOL expects that any possible procurement activity will be posted on the GSA Multiple Award Schedule.

Clarification of Discretionary Employment Authorization for Certain Aliens

The Department of Homeland Security proposes to limit and clarify eligibility for discretionary employment authorization for aliens paroled into the United States temporarily for urgent humanitarian reasons or significant public benefit, who have been granted deferred action, or against whom a final order of removal exists and who are temporarily released from custody on an order of supervision. DHS further proposes to specify that aliens applying for employment authorization who admit to committing, have been arrested for, or have been convicted of certain criminal acts do not warrant a favorable exercise of discretion unless there are significant countervailing public interests, which may include assisting law enforcement activity in the United States.

Standards Participation and Representation Kudos (SPARK) Pilot Program

The United States Patent and Trademark Office (USPTO) is launching the Standards Participation and Representation Kudos (SPARK) Pilot Program to incentivize meaningful participation in standards development organizations (SDOs) by U.S. small and medium-sized businesses, universities, and non-profit organizations. Under the pilot program, examination of certain patent applications and ex parte appeals to the Patent Trial and Appeal Board (PTAB) may be expedited if the U.S.-domiciled juristic applicant meaningfully participated in a voluntary consensus-based SDO and meets the requirements specified in this notice. The application or appeal being expedited does not need to be related to the SDO participation. The expedited examination or appeal provides additional tangible value for the time and resources invested in standards development. Applications accepted into the pilot program for expedited examination will be advanced out of turn, that is, accorded special status, for examination until a first Office action is issued, and ex parte appeals accepted into the pilot program will be advanced out of turn before the PTAB. This notice sets forth the requirements of the pilot program and describes how the pilot program will be administered.
