Pursuant to the Privacy Act of 1974, as amended, and Office of Management and Budget (OMB) Circular No. A-108, notice is hereby given that the Central Intelligence Agency ("CIA") is submitting to the Federal Register one (1) new System of Records Notice (SORN), CIA-46 Sexual Harassment/Assault Response and Prevention Office (SHARP) Records. This new SORN covers records related to CIA's assessment, processing, and tracking of sexual harassment and sexual assault inquiries, allegations, and reports, which includes case management, dispositions, guidance, and reporting to CIA leadership, stakeholders, and oversight bodies.

The Commission is acknowledging its filing of the explanation of its current methodology for estimating the value of the postal monopoly and the mailbox monopoly. This notice informs the public of the filing, invites public comment, and takes other administrative steps.

The Federal Deposit Insurance Corporation (FDIC) is inviting comment on a notice of proposed rulemaking that would update, clarify, and supplement the FDIC's regulations regarding the disclosure of confidential information by the FDIC and other parties, including by enhancing the ability of insured depository institutions to share confidential supervisory information with affiliates and certain other entities for appropriate business purposes, without seeking prior authorization from the FDIC. The proposal also would significantly simplify and clarify the requirements and restrictions applicable to the FDIC's discretionary disclosure of confidential information. Finally, the proposal would update and simplify the FDIC's rules regarding disclosures required under the Freedom of Information Act and would clarify how and when FDIC information may be disclosed in connection with legal proceedings and as a result of service of process made upon the FDIC and its directors, officers, and employees.

The Department of the Interior (DOI or Department), through the Bureau of Safety and Environmental Enforcement (BSEE), is incorporating by reference a collection of production measurement industry standards and safety industry standards into its regulations governing oil, gas, and sulfur operations on the Outer Continental Shelf (OCS). Incorporation of these documents by reference will provide industry with up-to-date standards for measuring oil and gas production volumes and enhancing safety. Compliance with these standards will reduce uncertainty in the measurement of oil and gas production and update the minimum standards in the safety regulations.

The Food and Drug Administration (FDA) is classifying the adjunctive pain measurement device for anesthesiology into class II (special controls). The special controls that apply to the device type are identified in this order and will be part of the codified language for classification of the adjunctive pain measurement device for anesthesiology. We are taking this action because we have determined that classifying the device into class II will provide a reasonable assurance of safety and effectiveness of the device. We believe this action will also enhance patients' access to beneficial innovative devices, in part by reducing regulatory burdens.

The U.S. Nuclear Regulatory Commission (NRC) is proposing to revise its regulations to modernize security and fitness-for-duty requirements to enhance efficiency, consistent with Executive Order 14300, "Ordering the Reform of the Nuclear Regulatory Commission." The proposed revisions are intended to reduce regulatory burden, where appropriate, while continuing to provide reasonable assurance that safety and security will be adequately maintained at NRC-licensed facilities.

The United States Department of Agriculture (USDA) is proposing to update its regulations regarding the Agricultural Foreign Investment Disclosure Act of 1978 (the AFIDA). The revisions would reflect Congressional directives to establish a streamlined process for electronic submission and retention of disclosures made under AFIDA, including the deployment of an internet database. It would also revise reporting requirements and strengthen enforcement measures. Through the implementation of modernization measures and expanded scope and depth of reporting, this proposed rule will help ensure the AFIDA regulations address foreign investment and ownership of American agricultural land, particularly as it might present a national security risk.

The Office of Personnel Management (OPM) is issuing a final rule to amend its Senior Executive Service (SES) Candidate Development Program (SESCDP) regulations to implement certain SES training and development requirements. The SES represents the Federal Government's leadership, composed of executive positions above the GS-15 level. SESCDPs serve as a crucial succession management tool for Federal agencies, designed to identify and prepare high-potential employees for future roles within the SES. These programs aim to cultivate leaders equipped with a governmentwide perspective and the competencies necessary to tackle complex challenges.

The Department of Homeland Security (DHS) proposes to adjust the fees that U.S. Citizenship and Immigration Services (USCIS) charges for Form N-400, and Form N-336, to end both the reduced fee option for Form N-400, and the availability of fee waivers for both forms. Current and former armed forces service members would remain exempt from paying the fees when filing for naturalization under statutes for members of the armed forces. The proposed rule is intended to align these fees with the relative costs to adjudicate these forms.

The General Services Administration (GSA) is seeking public comment on the draft of a new General Services Administration Acquisition Regulation (GSAR) clause regarding basic safeguarding of data within Large Language Model Artificial Intelligence Systems (LLMs). Due to the complexity of the issue, GSA is publishing this notification and draft clause to gather feedback from stakeholders before taking future action (e.g., deviation and/or formal rulemaking).

The Commodity Futures Trading Commission (Commission or CFTC) is proposing amendments to its rules concerning event contract derivatives. The markets for these event contracts are commonly referred to as "prediction markets." In particular, the Commission is proposing amendments to further specify the types of event contracts that may be subject to a determination that they are contrary to the public interest, such that they may not be listed for trading or accepted for clearing on or through a CFTC-registered entity, as provided in the Commodity Exchange Act (CEA). The proposed amendments set out factors the Commission would apply in that determination and conform the process by which the determination would be made to the CEA. The Commission also is proposing amendments to the procedure for the Commission's determination to enhance clarity and organization, as well as a definition of the term "gaming" and a rule regarding when event contracts "involve" an underlying activity.

The Centers for Medicare and Medicaid Services (CMS), Office of Health Technology and Products (OHTP), has been established. This new organizational component will provide enterprise leadership and oversight for CMS healthcare technology modernization, digital products, and transformation of platforms and services supporting Medicare, Medicaid, the Children's Health Insurance Program (CHIP), and other CMS-administered programs, in close coordination with the CMS Chief Information Officer (CIO) and subject to CIO-led enterprise information technology (IT) governance, cybersecurity, enterprise architecture, and capital planning and investment control responsibilities, as well as CIO-led digital service delivery, customer experience, and public digital experience responsibilities under applicable law.

Thanks to President Trump's leadership, since 2017, the country has made significant progress in addressing mental health and substance use. However, President Trump and HHS Secretary Kennedy realize that the Department and country have more work to do. To facilitate this effort, HHS invites public comment in response to this RFI on the research, development, programs, and policies that have been most successful in improving availability of and access to effective prevention, treatment, and recovery interventions for addiction, mental illness, and co-occurring substance use and mental disorders. The purpose of this RFI is to identify research, programs, and policies that have been successful and recommend novel policy ideas and gaps in research that could be addressed and implemented to further the Great American Recovery using existing funding.

The U.S. Department of Labor (DOL or the Department), Employment and Training Administration (ETA) seeks public input to inform two related modernization efforts that together aim to strengthen the nation's public workforce information infrastructure. First, ETA is soliciting input to inform the design and implementation of a modernized online career site, currently delivered through CareerOneStop.org--a public-facing workforce information website that helps job seekers explore occupations, locate training programs, identify local services, and connect to job listings. Second, ETA is soliciting input to inform a modernization of the Occupational Information Network (O*NET) Program, which publishes detailed descriptions of occupational employment and serves as a foundational data resource for workforce tools and services across the country. These two efforts are closely linked: a modernized career site is only as good as the occupational and skills data that powers it. O*NET data informs how CareerOneStop presents occupations, skills, and pathways to users--and improvements to O*NET's timeliness, granularity, and interoperability will directly expand what a modernized site can offer. DOL is therefore seeking input on both efforts together, and respondents are encouraged to consider how improvements in one area could strengthen the other.
