The United States Patent and Trademark Office (USPTO or Office) is seeking information to consider regarding the selection of locations for one or more community outreach offices (COOs) in the agency's Southwest Region, which comprises Arizona, Texas, New Mexico, Oklahoma, Kansas, and Missouri.

The Food and Drug Administration (FDA, the Agency, or we) is issuing a final order reclassifying in situ hybridization (ISH) test systems indicated for use with a corresponding approved oncology therapeutic product (product codes NYQ, MVD, OWE, and PNK), all postamendments class III (premarket approval) devices, into class II (special controls), subject to premarket notification. FDA is also establishing a new device classification regulation, along with the special controls that are necessary to provide a reasonable assurance of safety and effectiveness of this device type.

Publication of the 2026 Unified Agenda of Federal Regulatory and Deregulatory Actions represents a key component of the regulatory planning mechanism prescribed in Executive Order ("E.O.") 12866, "Regulatory Planning and Review," (58 FR 51735, as amended) and reaffirmed in E.O. 13563, "Improving Regulation and Regulatory Review," (76 FR 3821) and E.O. 14192, "Unleashing Prosperity Through Deregulation." The Regulatory Flexibility Act requires that agencies publish semiannual regulatory agendas in the Federal Register describing regulatory actions they are developing that may have a significant economic impact on a substantial number of small entities (5 U.S.C. 602). The Unified Agenda of Federal Regulatory and Deregulatory Actions (Unified Agenda) helps agencies fulfill all of these requirements. All Federal regulatory agencies have chosen to publish their regulatory agendas as part of this publication. The complete publication of the 2026 Unified Agenda contains 78 Federal agency regulatory agendas available to the public at www.reginfo.gov. The 2026 Unified Agenda publication appearing in the Federal Register includes the agency Regulatory Flexibility Agendas, in accordance with the publication requirements of the Regulatory Flexibility Act. Agency Regulatory Flexibility Agendas contain only those Agenda entries for rules that are likely to have a significant economic impact on a substantial number of small entities and entries that have been selected for periodic review under section 610 of the Regulatory Flexibility Act.

Executive Order 12866, Regulatory Planning and Review (Sep. 30, 1993), requires each agency to publish a regulatory agenda (Agenda) of regulations under development or review during the next year which will be included in the Unified Agenda of Regulatory and Deregulatory Actions (Unified Agenda). 58 FR 51735 (Oct. 4, 1993). The Agenda required by Executive Order 12866 must include all regulations the agency expects to develop or review during the next 12 months, regardless of whether they may have a significant economic impact on a substantial number of small entities. Executive Order 12866 provides that agencies may combine this agenda with the regulatory flexibility agenda required under the RFA. To help keep the public informed of significant rulemaking proceedings and meet its obligations under the RFA and Executive Order 12866, the Commission has prepared Agenda entries providing a brief description and summary of each regulatory activity that is currently planned for the 12 months, subject to revision, including the objectives and legal basis for each, and the name and telephone number of an agency official who is knowledgeable about items in the agenda. The Commission's Agenda entries published in the Federal Register are only those entries for rules that are likely to have a significant economic impact on a substantial number of small entities pursuant to the RFA. The Commission's complete list of regulatory and deregulatory actions for the Unified Agenda will be published on the internet in a searchable format at www.reginfo.gov.

In this document, the Federal Communications Commission (Commission) seeks comment on measures the Commission can take to better protect children when using E-Rate-funded networks, the Commission's progress in ensuring affordable access to high-speed broadband to and within schools and libraries, and whether the Commission's current interpretation of the Children's Internet Protection Act (CIPA) is the best reading of the statute. The Commission also proposes actions to strengthen E-Rate program integrity and streamline program administration.

The FAA is superseding Airworthiness Directive (AD) 2018-11- 14, which applied to certain The Boeing Company Model 767-300 and -300F series airplanes with certain winglets installed. AD 2018-11-14 required high frequency eddy current (HFEC) inspections for cracking of the lower outboard wing skin and repair or modification if necessary. AD 2018-11-14 also required one of three follow-on actions: Repeating the HFEC inspections; modifying certain internal stringers and oversizing and plugging the existing fastener holes of the lower wing; or modifying the external doubler/tripler and doing repetitive post- modification inspections. This AD was prompted by reports of fatigue cracking in the lower outboard wing skin at the inboard fastener of stringer L-9.5, and the lower outboard wing skin of stringer L-6.5, on airplanes with winglets installed per Supplemental Type Certificate (STC) ST01920SE. This AD was also prompted by a determination that, for certain airplanes, the area of the lower wing skin in the vicinity of the critical inboard end fasteners of installed repair doublers must be inspected. This AD continues to require the actions in AD 2018-11-14, adds to the applicability airplanes that have had STC ST01920SE installed and the STC winglets removed, and, for certain airplanes, requires repetitive internal and external HFEC inspections of the lower outboard wing skin common to the external doubler repair at stringer L- 9.5 and repair if necessary. The FAA is issuing this AD to address the unsafe condition on these products.

The Commodity Futures Trading Commission (CFTC or Commission) is publishing this notice to announce the renewal of the Innovation Advisory Committee (IAC). The Commission has determined that the renewal of the IAC is necessary and in the public's interest.

The National Institute of Standards and Technology (NIST) established and operates the National Vulnerability Database (NVD), which provides the U.S. government repository of standards-based vulnerability management data. NIST seeks stakeholder input on opportunities, challenges, and priorities for modernizing the NVD in an evolving cybersecurity landscape increasingly shaped by artificial intelligence (AI) and machine-consumable security data. NIST's goal is to improve the NVD's scalability, automation, interoperability, transparency, and utility.

The Commodity Futures Trading Commission (CFTC) announces that on August 20, 2026, from 1:00 p.m. to 4:00 p.m. Eastern Daylight Time, the Innovation Advisory Committee (IAC or Committee) will hold an in- person meeting for IAC members, with options for the public to attend virtually. At this meeting, the IAC will discuss topics including crypto assets, artificial intelligence, and prediction markets, along with recent CFTC activity in these markets.

The United States Patent and Trademark Office (USPTO or Office) announces that, after reviewing and evaluating the scientific and technical criteria for admission to practice in all patent matters, it is moving one Category B degree, Biomedical Science, to Category A, thereby expanding the admission criteria of the patent bar. In keeping pace with ever-evolving technology and related teachings that qualify someone to practice before the USPTO, this update will encourage broader participation of prospective patent practitioners. This action is being taken pursuant to the USPTO's periodic review of Category B degrees and the transition of commonly accepted Category B degrees to Category A on a predetermined timeframe, namely every three years.

These special conditions are issued for the ATR-GIE Avions de Transport R[eacute]gional (ATR) Model ATR42-500 and ATR72-212A airplanes. These airplanes will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport-category airplanes. This design feature is the installation of a digital system that contains a wireless and hardwired network with hosted application functionality that allows access, from sources internal to the airplane, to the airplane's internal electronic components. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

In the Report and Order, the Federal Communications Commission (the FCC or the Commission) seeks to preserve the public's trust in the Emergency Alert System (EAS) by requiring targeted cybersecurity improvements that will help protect against hijacking by cybercriminals and our nation's adversaries.

The Office of the Comptroller of the Currency (OCC) is proposing changes to its rules on information disclosure. The proposal would clarify the process for obtaining OCC approval to disclose non- public OCC information and allow for the disclosure of confidential supervisory information without OCC approval in certain circumstances, provided that applicable safeguards are observed. It also refines the OCC's process for requesting records under the Freedom of Information Act (FOIA), amends the rules to provide for expedited process of FOIA requests, and makes other structural and conforming changes.

This final rule will revise the Medicare hospital inpatient prospective payment systems (IPPS) for operating and capital-related costs of acute care hospitals; make changes relating to Medicare graduate medical education (GME) for teaching hospitals; update the payment policies and the annual payment rates for the Medicare prospective payment system (PPS) for inpatient hospital services provided by long-term care hospitals (LTCHs); update and make changes to requirements for certain quality programs; and make other policy- related changes. ONC also adopts certain health information technology (health IT) standards and specifications on behalf of HHS.

The Architectural and Transportation Barriers Compliance Board (Access Board or Board) is issuing this Notice of Proposed Rulemaking (NPRM) to update its regulations under the Freedom of Information Act (FOIA). The Board proposes to replace its existing FOIA regulations with this proposed rule, which streamlines the language of several procedural provisions; updates procedures consistent with current technology; incorporates changes required by amendments to the FOIA under the OPEN Government Act of 2007 and the FOIA Improvement Act of 2016, and developments in case law; and conforms to Department of Justice guidelines for agency FOIA regulations.
