Consistent with the Executive order of August 26, 2026, Declaring a National Emergency to Secure the United States Bulk-Power System, the Department of Energy (DOE or the Department) is seeking information from industry and other stakeholders to inform DOE actions to implement the Executive order. Specifically, DOE seeks information regarding the scope of covered equipment and transactions; risks associated with Covered Foreign Entities and foreign-produced bulk- power system electric equipment; supply chain, software, firmware, digital service, maintenance service, and remote-access practices; existing equipment and potential mitigation; licensing and prequalification; domestic manufacturing and secure replacement capacity; Federal procurement; and potential economic, reliability, safety, and small-entity impacts.

The Department of Energy (DOE) invites public comment on a proposed revision to an approved information collection that DOE is submitting to the Office of Management and Budget (OMB) for review pursuant to the Paperwork Reduction Act of 1995. The information collection requests a revision of the approval for OMB Control Number 1910-5179, titled Energy and Jobs Survey.

Pursuant to the Federal Advisory Committee Act and following consultation with the Committee Management Secretariat, General Services Administration, notice is hereby given that the Secretary of Energy Advisory Board (SEAB) will be renewed for a two-year period beginning on August 26, 2026. The Committee provides advice and recommendations to the Secretary of Energy on energy policies; the Department's basic and applied research and developmental activities; economic and national security policy; and on any other activities and operations of the Department of Energy.

EIA submitted an information collection request for extension as required by the Paperwork Reduction Act of 1995. The information collection requests a three-year extension with changes of its EIA- 860S: State Level Generator Air Permit Inventory Report, OMB Control Number 1905-0215. The voluntary collection will ensure the EIA-860 sampling frame comprehensively covers the power generator population. This request is critically important for enhancing the completeness and accuracy of the EIA-860 sampling frame, particularly in relation to backup generators. The original collection was approved by the Office of Management and Budget on February 12, 2026, under the emergency approval provisions of the Paperwork Reduction Act.

The U.S. Department of Energy ("DOE") is adopting the interim final rule published on August 25, 2025, as final, without change. This final rule establishes the procedures for developing and carrying out voluntary agreements and plans of action under the Defense Production Act. The Defense Production Act provides a defense from antitrust laws with respect to any action taken to develop or carry out any voluntary agreement or plan of action when certain criteria are met.

Pursuant to the Federal Advisory Committee Act and following consultation with the Committee Management Secretariat of the General Services Administration, notice is hereby given that the Electricity Advisory Committee (EAC) will be renewed for a two-year period. The Committee will provide advice, information, and recommendations to the Secretary of Energy on a continuing basis regarding policies and programs to modernize the nation's electric system.

The U.S. Department of Energy ("DOE" or "the Department") proposes to update the Department's current rulemaking methodology titled, "Procedures, Interpretations, and Policies for Consideration of New or Revised Energy Conservation Standards and Test Procedures for Consumer Products and Certain Commercial/Industrial Equipment" ("Process Rule"). Specifically, DOE proposes to: make Appendix A binding on DOE for certain actions; amend objectives and considerations consistent with recent Executive orders and Department policies; add a definition of "significant energy savings"; re-instate the comparative analysis requirement, described as a "walk up" approach; include certain economic thresholds; re-instate the description of clear and convincing evidence; and revert to language from the 2020 Process Rule text, with minor edits, in several sections. In addition to requesting written comments on its proposal, DOE will also hold a public meeting to discuss this proposal and obtain additional input.

The Federal Energy Regulatory Commission (Commission) proposes to revise its blanket certificate regulations to expand the scope and scale of projects that interstate natural gas pipelines may construct without a case-specific authorization order and to increase the cost limits for such projects, among other changes.
