The FAA proposes to adopt a new airworthiness directive (AD) for certain CFM International, S.A. (CFM) Model CFM56-5B, CFM56-5C, and CFM56-7B engines with a certain high-pressure turbine (HPT) inner stationary seal installed. This proposed AD was prompted by multiple reports of honeycomb separation from the surface of HPT inner stationary seals. This proposed AD would require initial and repetitive borescope inspections (BSIs) of the rotating air HPT front seal for cracks and, depending on the results, replacement with a part eligible for installation. This proposed AD would also require removal and replacement of the affected HPT inner stationary seal. This proposed AD would also require inspection of the affected HPT inner stationary seal for honeycomb separation and, depending on the results of the inspection, removal and replacement of the rotating air HPT front seal, HPT rotor blades, and No. 3 ball bearing. The FAA is proposing this AD to address the unsafe condition on these products.

Application for Relief From Disabilities Imposed by Federal Laws With Respect to the Acquisition, Receipt, Transfer, Shipment, Transportation, or Possession of Firearms

The Department of Justice ("the Department") is implementing criteria to guide determinations for granting relief from disabilities imposed by federal laws with respect to the acquisition, receipt, transfer, shipment, transportation, or possession of firearms. The criteria are designed to ensure that the fundamental right of the people to keep and bear arms is not unduly infringed, that those people granted relief are not likely to act in a manner dangerous to public safety, and that granting such relief would not be contrary to the public interest.

Airworthiness Directives; The Boeing Company Airplanes

The FAA is superseding Airworthiness Directive (AD) 2018-11- 14, which applied to certain The Boeing Company Model 767-300 and -300F series airplanes with certain winglets installed. AD 2018-11-14 required high frequency eddy current (HFEC) inspections for cracking of the lower outboard wing skin and repair or modification if necessary. AD 2018-11-14 also required one of three follow-on actions: Repeating the HFEC inspections; modifying certain internal stringers and oversizing and plugging the existing fastener holes of the lower wing; or modifying the external doubler/tripler and doing repetitive post- modification inspections. This AD was prompted by reports of fatigue cracking in the lower outboard wing skin at the inboard fastener of stringer L-9.5, and the lower outboard wing skin of stringer L-6.5, on airplanes with winglets installed per Supplemental Type Certificate (STC) ST01920SE. This AD was also prompted by a determination that, for certain airplanes, the area of the lower wing skin in the vicinity of the critical inboard end fasteners of installed repair doublers must be inspected. This AD continues to require the actions in AD 2018-11-14, adds to the applicability airplanes that have had STC ST01920SE installed and the STC winglets removed, and, for certain airplanes, requires repetitive internal and external HFEC inspections of the lower outboard wing skin common to the external doubler repair at stringer L- 9.5 and repair if necessary. The FAA is issuing this AD to address the unsafe condition on these products.

Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to U.S. Navy Operations of Surveillance Towed Array Sensor System Low Frequency Active Sonar in the Western and Central North Pacific Ocean and Eastern Indian Ocean

NMFS, upon request from the U.S. Department of the Navy (Navy), issues these regulations pursuant to the Marine Mammal Protection Act (MMPA) to govern the taking of marine mammals incidental to training and testing activities using Surveillance Towed Array Sensor System (SURTASS) Low Frequency Active (LFA) sonar systems in the western and central North Pacific and eastern Indian oceans over the course of 7 years from August 2026 through August 2033. These regulations allow for the issuance of a letter of authorization (LOA) for the incidental take of marine mammals during specified activities and timeframes, prescribe the permissible methods of taking and other means of effecting the least practicable adverse impact on marine mammal species and their habitat, and establish requirements pertaining to the monitoring and reporting of such taking. The Navy's activities are considered military readiness activities pursuant to the MMPA, as amended by the National Defense Authorization Act for Fiscal Year 2004 (2004 NDAA) and the NDAA for Fiscal Year 2019 (2019 NDAA).

Reforming and Modernizing the NRC's Radiation Protection Framework

The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its regulations that govern its standards for protection against radiation. These proposed revisions would address section 5(b) of Executive Order 14300, "Ordering the Reform of the Nuclear Regulatory Commission," and would reflect the NRC's experience and other developments in the field of radiation protection since the NRC's last major revisions to these standards in 1991. In addition, the NRC is issuing for public comment draft implementing guidance.

The FAA is adopting a new airworthiness directive (AD) for all The Boeing Company Model 707, 717, and 727 airplanes; Model DC-8, DC-9, and DC-10 airplanes; Model MD-10 and MD-11 airplanes; Model DC-9-81 (MD-81), DC-9-82 (MD-82), DC-9-83 (MD-83), DC-9-87 (MD-87), and MD-88 airplanes; and Model MD 90-30 airplanes. This AD was prompted by the determination that radio altimeters cannot be relied upon to perform their intended function if they experience interference from wireless broadband operations in the 3.7-3.98 GHz frequency band (5G Lower C- Band) while operating in Canadian airspace, and the determination that during approach, landings, and go-arounds, as a result of this interference, certain airplane systems may not properly function, resulting in increased flightcrew workload while on approach with the flight director, autothrottle, or autopilot engaged, which could result in reduced ability of the flightcrew to maintain safe flight and landing of the airplane. This AD requires revising the existing airplane flight manual (AFM) to incorporate limitations prohibiting certain operations requiring radio altimeter data when operating in Canadian airspace. The FAA is issuing this AD to address the unsafe condition on these products.

Modernizing Security Requirements

The U.S. Nuclear Regulatory Commission (NRC) is proposing to revise its regulations to modernize security and fitness-for-duty requirements to enhance efficiency, consistent with Executive Order 14300, "Ordering the Reform of the Nuclear Regulatory Commission." The proposed revisions are intended to reduce regulatory burden, where appropriate, while continuing to provide reasonable assurance that safety and security will be adequately maintained at NRC-licensed facilities.

GoZTASP: A Zero-Trust Platform for Governing Autonomous Systems at Mission Scale



ZTASP is a mission-scale assurance and governance platform designed for autonomous systems operating in real-world environments. It integrates heterogeneous systemsβ€”including drones, robots, sensors, and human operatorsβ€”into a unified zero-trust architecture.
